<p>Fulton Armory Enhanced M14 SOCOM Systems &#8220;&#8230;In keeping with the custom nature of the MCS, we contacted Fulton Armory to determine if they had any interest in producing a Modular Combat Rifle incorporating the Troy MCS. The result is the Fulton Armory/Troy Industries Modular Combat Rifle (MCR). Clint McKee, owner of Fulton Armory, is a very though minded individual whose standards for his products are incredibly high and uncompromising. When we made our proposal, Clint stated that he would reserve judgment until he saw Troy&#8217;s MCS. Clint refuses to use anything but original GI or MILSPEC components in Fulton Armory M14s, M1 Garands, or M1 Carbines and while Fulton Armory rifles cost more than others, theirs are as close as possible to an original military rifle, so when we shipped the Troy MCS to Clint, we were a little apprehensive and weren&#8217;t prepared for his overwhelmingly positive reaction. Within a week, we had our Fulton Armory/Troy Industries Modular Combat Rifle and if it isn&#8217;t the ultimate M14, we don&#8217;t know what is! &#8220;&#8230;Shooting is the acid test, and the Fulton Armory/Troy MCR lives up to its claims. Felt recoil was notably less than we are used to on a standard configuration M14/M1As. The MCS stock minimizes muzzle rise and felt recoil while enhancing control and capability for quick follow up shots. The two stage trigger is match quality and as we are fond of saying about really good triggers, breaks like the proverbial &#8220;glass rod&#8221; without creep or backlash at precisely 4.5 pounds. The Fulton Armory/Troy MCR functioned flawlessly, with shells ejected almost straight out from the receiver at a downward angle. &#8220;&#8230;Fulton Armory and Troy Industries have truly redefined the concept of a modular M14 for military, law enforcement tactical teams or anyone who wishes to own what is probably the ultimate all-around M14/M1A rifle for defense or just fun shooting. The Fulton Armory/Troy Industries Modular Combat Rifle has everything a tactical M14 user could ask &#8211; superb quality, accuracy, flexibility, ballistics and for law enforcement, tactical utility.&#8221;</p>

Well, that information alone will not tell you. If the books only show when a serial number was made and left, we still don&#8217;t know how it was shipped. Was it a rifle? or a receiver only? did the dealer who purchased it build it into a SAW before The Date? These are all questions that are unanswerable with the provided information, so don&#8217;t go on these facts alone!</p>

However in ATF Ruling 81-4, BATF changed its mind about what a thing had to do in order to be a conversion part, grandfathered all AR sears made before the ruling, and decided all made after that needed to be registered. HOWEVER, the fact that the sear itself, if made before 11/81, and sold through ads in Shotgun News to this day (they sure made a lot of &#8216;em back then, or maybe not) is not required to be registered, DOES NOT mean you may install it in an <a href="http://www.mountsplus.com/AR-15_Accessories/AR-15_Scope_Mounts/AR-15_Rifle_Accessories.html">AR-15 Accessories</a>, or even possess it with an <a href="http://www.mountsplus.com/AR-15_Accessories/AR-15_Scope_Mounts/AR-15_Rifle_Accessories.html">AR-15 Accessories</a> rifle. Either scenario is a machine gun also, and also needs to be registered. Except of course you cannot register it anymore, and thus it is just a millstone, waiting to <a href="http://community.bonniehunt.com/profile/MSPistol">send you to a federal </a>prosecution. And that exact scenario has been the basis for many prosecutions.</p>

In the Supreme court case of <a href="http://www.amazon.com/s/qid=1277736089/ref=sr_nr_p_4_4?ie=UTF8&#038;me=AJXUKDD490V61&#038;rh=p_4%3ATapco">Thompson</a>/ Center Arms v. US, &#8211; U.S. &#8211; (1994) ATF said it was a set consisting of a receiver, a 16&#8243;+ barrel, a pistol grip stock, a shoulder stock, and a barrel less than 16 inches long. The idea of the<a href="http://diabetestalkfest.ning.com/profile/None"> kit was that you need</a>ed only one receiver, and you could have both a rifle and pistol in one gun. While making a pistol out of a rifle is making a short rifle, ATF has long approved of converting a pistol into a rifle, and then converting it back into a pistol, that was not an issue. T/C made one set on a Form 1, then sued for a tax refund, claiming the set was not a SBR, unless it actually was assembled with the shoulder stock, and short barrel, something they instructed the purchaser of the set not to do. The Supreme court disagreed with ATF, and agreed with Thompson/Center.</p>
